Can the agent submit evidence on its own?

No. Submitting is a proposal like any other; nothing reaches Stripe until you approve it.

Can I edit the evidence?

Deny the proposal with a note and the agent can amend it, or have it saved (not submitted) and finish it in Stripe.

Does it need my store connected?

No, but with your store and shipping tools connected, the agent can find the proof itself.
